Penang is preparing to welcome a major new addition to its eastern coastline on 29 October 2026 with the soft-opening of The Waterfront Shoppes (TWS), a new premium lifestyle destination that will bring shopping, dining, entertainment and leisure together along what is poised to be the island’s most prominent waterfront setting.

Set to debut as Penang’s largest integrated waterfront landmark in more than a decade, TWS represents a new chapter in the evolution of the island’s retail and lifestyle landscape, conceived as a destination built around an unparalleled experience by the water – the first of its kind at this scale and magnitude.

TWS is the result of a vision that places Penang Island itself at the heart of the experience, bringing together its appetite for food, culture, community and contemporary living within a distinctly Penang setting.

TWS forms part of The Light City, an integrated development taking shape along Penang’s eastern coastline. Developed through a venture between IJM Corporation Berhad, one of Malaysia’s leading construction and property groups, and Singapore-headquartered integrated real estate and healthcare company, Perennial Holdings, The Light City brings together residential, hospitality, business, convention, retail and recreational components within a major new seafront precinct.

Spanning more than 4.1 million square feet of shopping, residential, hotel and convention spaces, The Light City is envisioned as Penang’s first mega integrated waterfront destination and a new commercial and lifestyle hub for the island.

TWS sits at the heart of this emerging precinct. With a gross floor area of approximately 1.6 million square feet spread across four levels, the development will comprise around 300 retail, dining, entertainment and service units, making it the largest shopping mall in Penang upon completion.

Yet, scale is only one part of its proposition. A defining feature of TWS will be its direct relationship with the sea, anchored by a 750-metre waterfront promenade designed as an open-air setting for dining, recreation and community activity.

The destination reflects the island’s distinctive food, culture, heritage and sense of community, while presenting them through a fresh, contemporary lens. The waterfront is integral to that vision, shaping an experience where thoughtfully curated retail, dining, lifestyle and entertainment come together in a setting that is distinctly Penang. We want TWS to become part of everyday life for residents, while offering visitors a new and compelling way to experience the island,” said Jasmine Chua, Managing Director of Retail Management and China Commercial Management of Perennial Holdings Private Limited.

Offering something for everyone, TWS will unfold across several distinct zones named after iconic landmarks. These include Union Square, Campbell Court, Victoria Square and Rodeo Drive. Each will have its own identity and atmosphere. 

Union Square, inspired by Penang’s streetscapes, is conceived as a social and dining hub bringing together cafés, international cuisine and restaurants in a setting built around gathering and connection.

Campbell Court is specially designed to be a beauty and lifestyle retreat for visitors. This zone draws its name and character from Campbell Street and Penang’s historic Chinatown, translating elements of George Town’s old-world charm into a contemporary indoor retail environment. 

In Victoria Square, its design draws inspiration from the colonial-era architecture along Victoria Street, reinterpreting its heritage character through a fashion-centric retail environment defined by beautiful duplex shopfronts and façades. This creates a distinctive streetscape, enhancing its visual appeal and reinforcing its position as a vibrant destination for fashion and lifestyle offerings.

Meanwhile, Rodeo Drive takes inspiration from its namesake in Los Angeles, bringing together signature brands, flagship stores, outdoor cafés and restaurants in a vibrant destination for elevated active living, holistic wellness, and social experiences. The zone’s lively streetscape creates a distinctive lifestyle environment that remains active throughout the day and into the evening.

Designed as a comprehensive waterfront lifestyle destination, TWS will feature a thoughtfully curated tenant mix across four retail levels. The offering will encompass fashion, accessories, beauty, lifestyle, athleisure, travel, entertainment, home, wellness, dining and everyday services. Plans include an immersive, state-of-the-art cinema, gourmet supermarket, culinary-led food court, contemporary activewear labels, highly sought-after pubs and bars, alongside exciting family-oriented entertainment and rejuvenating wellness offerings.

The destination is also designed to function as part of the wider ecosystem of The Light City rather than as a standalone retail centre. In this regard, TWS will be directly connected to the Penang Waterfront Convention Centre (PWCC), the state’s largest convention venue. Capable of accommodating more than 10,000 guests for major conventions, MICE events and performances, alongside numerous meeting spaces for corporate gatherings, PWCC is expected to introduce a steady stream of business travellers, delegates and event-goers into the precinct.

That relationship is expected to create a seamless and natural interchange between business, leisure and retail, enabling visitors attending an event or show to move directly into dining, shopping and waterfront experiences within the same development.

Meanwhile, accessibility has also been central to the planning of the destination. Located near the Penang Bridge and connected via the Tun Dr Lim Chong Eu Expressway, The Light City offers convenient links to George Town, Penang International Airport and other key parts of the island. The development will provide over 3,500 parking bays across its retail and convention facilities, while longer-term LRT connectivity is expected to further strengthen its position as one of Penang’s most accessible waterfront precincts.

All in all, the arrival of TWS will add another dimension to an island already celebrated internationally for its food, heritage and culture. But this time, the invitation is to experience it by the water.
